Pervomaisk plans to attract 168 million in state subsidies for education

In Pervomaisk, changes to the budget for 2026 were discussed. The main focus was on ensuring timely payment of salaries to teachers and financing of student meals.

This was reported by the Center for Public Investigations with reference to a meeting of the Mykolaiv City Council's Standing Committee on Budget and Finance.

At the time of budget approval, the amount of state subventions for education for the territorial community was not determined. After the publication of the relevant resolutions of the Cabinet of Ministers of Ukraine, it became possible to finally determine the necessary amounts to cover "protected items" of expenditure - primarily salaries of school, preschool and out-of-school institutions, additional payments for working in adverse conditions and catering.

According to Svitlana Tkachuk, head of the education department of the Pervomaisk City Council, UAH 10.7 million is not enough to fully cover salaries in general secondary education institutions, and another UAH 4.5 million is needed for additional payments. Increasing the salaries of preschool teachers by 40% requires UAH 19.7 million, out-of-school teachers - UAH 2.19 million, additional payments in out-of-school institutions - UAH 1.5 million, and municipal institutions - UAH 631 thousand.

The commission also emphasized that part of the costs should be borne by the state budget and part by the local budget. Accordingly, the city council will apply to the regional finance department to obtain the necessary funds.

The head of the financial department was instructed to promptly submit the draft decision to the executive committee to ensure timely payments and further approval at the city council session. The commission emphasized that the funds are earmarked, and their timely distribution is key to the stable operation of the city's educational network.

Last year, the deputies made changes to the comprehensive program"Education" for 2025-2027. Their goal is to provide safe and appropriate conditions for the education and upbringing of children in all educational institutions of the city.

According to the decision, UAH 5.17 billion is planned to be spent on the maintenance of schools, including specialized sports classes, and preschools in 2025-2027.
