Odesa Signs ₴37.9M Deal for Izmail-Kilia-Vilkove Highway Checkpoint Overhaul

The Service for Infrastructure Restoration and Development in Odesa Oblast has signed an agreement with Rostdorstroy Limited Liability Company for additional work on the overhaul of a checkpoint on the Izmail-Kilia-Vilkove highway.

The relevant information was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

There was no auction, as the procurement was conducted without using the electronic system. Thus, the company will receive an additional UAH 37 million 945.6 thousand.

The repair of the bridge over the Kofa Canal in Izmail district on the T-16-07 road connecting Izmail, Kiliya and Vilkovo continues. So far, the bridge structure and railing have been installed, and the asphalt part of the bridge has been completed. However, work on the approaches to the bridge is still ongoing.

According to the YouControl analytical service, the owner of the Odesa-based Rostdorstroy LLC is the Hungarian company Juttema, whose beneficiaries are Odesa residents Yevhen Konovalov and Yuriy Schumacher. The latter is a deputy of the Odesa City Council from the Trust the Deeds faction.

The company is currently repairing this bridge under a contract signed in November 2023 for UAH 212 million 40 thousand. At that time, the procurement was conducted in the format of an open tender with special conditions, and Rostdorstroy Limited Liability Company also had no competitors.

In previous announcements dated July and August, the restoration work at the facility was estimated at UAH 163.8 million. However, it was not possible to find bidders for the work at that time. The second attempt was unsuccessful due to errors in the documents.

As part of the contract, the contractor will have to repair a 33-meter-long bridge. It will also have to be equipped with entrances to it.

The bridge was built in 1960, and in 2021 it was closed to traffic due to its emergency condition. At that time, partial repairs were carried out on the section from the bridge to Kilia, and in 2024, patching repairs were made on the section of the road from Izmail to the village of Kyslytsi in the Safianivka community, as well as four kilometers of the section from the bridge towards Izmail.
