The Odesa Commercial Sea Port has selected a subsidiary of Basis Auto as the supplier of two minibuses.
The relevant information is available in the Prozorro e-procurement system.
The procurement was conducted in the format of an open tender with special conditions, and the company was the only participant. The port plans to purchase two Hyundai Staria Business and Hyundai Staria Top Bronze cars or the equivalent for the transportation of at least 10 passengers.
According to the YouControl service, the company was founded in 2008 in Odesa. The ultimate beneficiary is Oleksandr Kaufman. The company's founder is Avotgroup ZS Limited Liability Company.
The company expects to receive UAH 4 million 761.4 thousand for the cars.
According to the publication "Anti-Corruption Dimension," Oleksandr Kaufman is the brother of businessman Borys Kaufman, who, together with former MP Oleksandr Hranovskyi, is accused of creating a criminal organization to control the economic life of Odesa. In addition, Oleksandr Kaufman was an aide to Hranovsky when he was an MP.
Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
