Trukhanov ordered to allocate one million to pay for road repairs to MP's firm

Odesa Mayor Gennadiy Trukhanov has ordered to allocate UAH 1 million to repair a section of the street in the Peresypskyi district of Odesa.

This was reported by the press service of the Odesa City Council.

The money was allocated from the Odesa City Council's trust fund, in particular, for the maintenance of roadways and sidewalks of streets and roads of communal property in the Baltskyi district in Odesa, or rather, a section of Dolynska Street from 6 Peresypska Street to 7 Peresypska Street.

It should be noted that on November 28, 2024, the Road Maintenance Department of the Odesa City Council entered into an agreement with Rostdorstroy Limited Liability Company to carry out routine repairs on the same section for which funds were allocated from the budget by the mayor's order.

The procurement was conducted in the format of an open tender with special conditions and Rostdorstroy had no competitors. The company is to complete the work by December 31, 2024.

According to the YouControl service, the ultimate beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, whose leader is Gennadiy Trukhanov, and businessman Yevhen Konovalov.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, in 2022, after the beginning of Russia's full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
