Prosecutor's office in Odesa to be guarded by National Guard without auction

The Odesa Regional Prosecutor's Office has conducted a tender to select a company to provide security services for buildings in Odesa.

The relevant information was published in the Prozorro electronic procurement system.

It concerns the building of the Odesa Regional Prosecutor's Office and district prosecutor's offices in four districts of the city. The winner was determined in the format of open bidding with special features of the military unit 3014 of the National Guard of Ukraine in Odesa.

The National Guard was the only bidder in this tender and it is expected that if the agreement is concluded, the prosecutor's office will pay them UAH 8 million 576 thousand, and they will have to protect prosecutors until December 31, 2025.

Meanwhile, the Odesa Regional Prosecutor's Office also held a tender to select a contractor to provide security services for prosecutor's offices in the Odesa region. Unlike in Odesa, two companies competed for the right to protect the buildings here - Limited Liability Company Security Firm Titanius and Limited Liability Company Security Agency Center-Kyiv.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
