Odesa has planned to update its environmental program to adapt it to martial law and the new management system. The program includes a review of funding, timing and key environmental protection measures until 2028.
The decision was made at a meeting of the executive committee of Odesa City Council.
The executive committee decided to submit amendments to the City Target Program for Environmental Protection and Improvement to the military administration. This is a comprehensive adjustment of the existing document, which has been in force since 2022, to take into account new challenges, including martial law and the creation of the Odesa City Military Administration.
According to the draft amendments, the program will completely update its passport, resources, and list of activities. The main goal is to clarify the sources of funding, costs, and expected results. The total budget of the program is almost UAH 294 million, of which a significant part is provided from the city budget and the environmental fund, and another 100 million from other sources.
Several agencies will be involved in the implementation of the updated program: the departments of ecology, municipal economy, municipal security, as well as utilities and rescue services. A special emphasis was placed on changing the management vertical: now, key decisions on the program will be approved by the military administration, which is in line with the law under martial law.
In addition, the executive committee plans to approve a project to improve the embankment. This is a section of the coast from Lanzheron Beach to Zolotyi Bereg Beach, which is part of the first phase of work.
The plans envisaged the arrangement of pedestrian zones on several sections of the coast at once. In particular, the territory of Luzanivka beach between the Ukrainian Children's Center "Young Guard" and Academician Veksler Lane, as well as the section from Lanzheron beach to the 11th station of the Big Fountain.
