Odesa, Mykolaiv, and Kherson are out of practice: where in Ukraine TACs took away driver's licenses

The number of cases of driver's license revocation due to violations of military registration has increased in Ukraine - at least 135 proceedings, and 2026 may be a record year. At the same time, most of them fall apart due to procedural errors, and in Odesa, Mykolaiv, and Kherson regions, this practice is almost never used.

This is evidenced by data from the Opendatabot resource.

At least 135 court proceedings to restrict the right to drive a car due to violations of military registration rules have been recorded in Ukraine so far. Since the beginning of this year, 42 cases have already been opened, which exceeds the figure for the entire year 2024, and 2026 may be a record year, as there were only 52 such cases in 2025.

At the same time, the vast majority of cases do not reach the merits: about 92% are stopped at the stage of procedural decisions. Only 11 cases reached the final verdict: in 10 cases, the courts upheld the claims of the TCC, and in one case, they rejected them.

According to the analysis of court materials, the main reason for this dropout rate is procedural errors on the part of the plaintiffs. In particular, claims are often filed with deficiencies or without paying the court fee. In such cases, the courts leave the applications without motion, giving time for correction, and if this does not happen, they return the documents to the applicants.

The largest number of lawsuits were filed in Dnipropetrovska oblast - 35 cases, which is more than a quarter of the total number. This is followed by Kyiv region with 23 cases, and Khmelnytskyi and Zhytomyr regions with 13 cases each.

At the same time, in a number of regions, including the frontline regions, as well as in Volyn, Mykolaiv, Ternopil, Odesa, Cherkasy regions and Kyiv, the TCCs do not actually initiate lawsuits to restrict the right to drive. The figure also separately shows Odesa, Mykolaiv, and Kherson regions, where this practice is either absent or extremely limited.

At the same time, in 2025, more than 11,000 cases of drunk driving were recorded in Odesa region, which is among the top three regions in terms of the number of offenders. In general, the number of such protocols in Ukraine has decreased for the first time in five years.
