Odesa region is among the top three anti-leaders in the country in terms of drunk drivers

In 2025, more than 11,000 cases of drunken driving were recorded in Odesa region, which is among the top three regions in terms of the number of offenders. Overall, the number of such protocols in Ukraine has decreased for the first time in five years.

This is evidenced by data from the Opendatabot monitoring system.

In 2025, the National Police of Ukraine issued more than 138 thousand protocols for drunken driving. This is the first decrease in the number of such violations in five years. Most drunk drivers were detected in Dnipro, Kharkiv, and Odesa regions.

In addition to administrative protocols, the Prosecutor General's Office opened more than a thousand criminal proceedings for driving under the influence of alcohol last year, of which about 59% went to court.

In total, in 2025, drunk drivers caused every 40th road accident with fatalities or injuries. In such accidents, 73 people died and 857 others were injured.

The total number of reports under Article 130 of the Code of Administrative Offenses amounted to 138,047 cases, which is 8% less than in 2024. The year was exceptional, as the number of drunk drivers has been steadily increasing in recent years.

However, the decrease was not recorded in all regions. In four regions, the number of drunk driving cases increased: Rivne region (+19%), Khmelnytskyi region (+18%), Kharkiv region (+8.5%), and Zaporizhzhia region (+3%).

Most violations were registered in Dnipropetrovs'k region - 13,519 protocols. Kharkiv (12,095) and Odesa (11,543) are also among the three regions with the highest number of violators. The fewest protocols were issued in Kherson region (1,138), Chernivtsi region (1,596), and Ivano-Frankivsk region (1,897).

In addition, criminal proceedings were opened in 1,044 cases under Article 286-1 of the Criminal Code. In total, last year, drunk drivers caused 643 road accidents with victims, which is a third less than in the previous year.

This means that every fortieth road accident with deaths or injuries in 2025 was caused by drunk driving, while in 2023-2024 this figure was every twenty-fifth accident.

Last year, more than 2 million fines for traffic violations were accrued in the Unified Register of Debtors, and 75% of the proceedings were closed, although they were never paid. Odesa region was in third place.
