Odesa military unit decided to buy a crane in Kherson

The military unit A7382, located in Odesa, has announced a procurement for the purchase of an AVTR-25-ZN truck crane on the JAC N350 chassis (or equivalent).

The announcement was published in the Prozorro electronic procurement system.

The procurement with an expected cost of UAH 10 million 132.6 thousand is to take place on September 6 in the format of open bidding with special conditions, and the place of delivery is Kherson, and the time is December 25, 2024. However, there are questions about the tender procedure on the Prozorro website, the author of which has not been identified.

The authors of the post believe that the tender bears signs of a prior agreement, apparently by the organizer, with a company.

"Again, a tender for the purchase of a truck crane is being held, and we see a military unit. The technical parameters are prescribed for a Chinese unit and a Chinese chassis, which will be brought and connected. There are manufacturers in Ukraine that have cranes available and can be delivered in a short time, no need to wait until December 25, 2024. The technical specifications are prescribed for a specific contracted crane, where other participants cannot participate. Why does the crane need an engine power of at least 342 horsepower, why not 330 or 340? where fuel consumption will be lower. Why is the gearbox on the truck crane mechanical (12-speed), how does this affect the operation of the crane? We appeal to the customer, the military unit, to change the technical specifications to expand the range of participants and thus buy the crane at a more attractive price after the auction," they insist.

Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Public Procurement Law. That is, this procurement is much faster than open bidding.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Road Maintenance Department of the Odesa City Council held a tender to select a contractor to be paid for the overhaul of two city streets.

The procurement was conducted in the format of open bidding with the peculiarity that Rostdorstroy Limited Liability Company had no competitors.

The company is ready to work for UAH 41 million 955.9 thousand. The works are scheduled to be completed by December 31, 2025.
