The state-owned enterprise Izmail Commercial Sea Port has signed a large contract for cargo transportation with Ukrzaliznytsia.

The Center for Public Investigations learned about this from the Prozorro public procurement system.

On December 26, the State Enterprise "Izmail Commercial Sea Port" signed an agreement with the Joint Stock Company "Ukrzaliznytsia" for the organization of cargo transportation in domestic and international traffic. The services include the provision of freight cars for transportation, as well as related services related to the organization and settlement of payments for these transportation.

The expected value of the procurement is UAH 150 million. The contract was concluded without the use of an electronic procurement system; the document has already been electronically signed.

The contractor is to provide transportation services until December 31, 2025.

Recently, the State Enterprise "Izmail Commercial Sea Port" purchased a minivan from the South Korean manufacturer Hyundai Staria for UAH 2 million 034 thousand by concluding a direct contract, i.e. without bidding.

The port purchased the vehicle from the Odesa subsidiary of Basis Auto, the ultimate beneficiary of which is Oleksandr Kaufman, the brother of the odious businessman Borys Kaufman.

The port of Izmail made its first attempt to replenish its fleet with a minivan in October of this year by announcing an open tender. The customer was ready to allocate up to UAH 1 million 696 thousand for this purpose. But the bidding failed due to the lack of bidders. The accompanying documentation stated that the car should be new, with 7 seats, manufactured in 2024.

In addition, the Izmail port purchased a garbage truck for 5 million hryvnias from a company of a deputy with Russian business.
