Kherson authorities paid newly created sole proprietor almost 4 for installation of mobile shelters

In Kherson, local officials conducted a procurement for the installation of storage facilities in the city without a tender. The contract, worth almost 4 million, went to Mykhailo Shvakin. He registered as an individual entrepreneur only a month ago.

The Center for Public Investigations learned about this on the Prozorro e-procurement website.

On December 17, the Department of Civil Defense and Defense Work of the Kherson Regional State Administration signed a contract for the supply of reinforced concrete structures with delivery and installation to entrepreneur Mykhailo Shvakin. The administration decided not to hold a tender, concluding the agreement with a total value of 3 million 700 thousand without using an electronic system.

The contract provides for the supply of 10 shelters at 370 thousand per unit by December 25 this year.

According to the YouControl analytical system, Mykhailo Shvakin registered as an entrepreneur only in October 2024, but he has already managed to participate in public procurement and receive a contract for the supply of mobile shelters for Kherson.

The department recently awarded a similar contract for UAH 3 million 750 thousand to Planeta RS LLC. They have until December 25, 2024 to install the shelter.

Planet RS LLC is registered in Kherson and has over 18 years of experience. One of the founders and ultimate beneficial owners of the company with a 50% share is Lyudmyla Romanova. According to media reports, the woman is the wife of the former head of Ukroboronprom (2014-2018) Roman Romanov. Since its inception, Planet RS has participated in 42 public procurements. They signed contracts totaling UAH 36 million 130 thousand.

Earlier, in Kherson, another contract for the repair of shelters in educational institutions was awarded to Budpostach STSV LLC, a favorite of budget bidding in the region.
