Mykolaiv Bureau of Investigation will be guarded by the National Guard for 146 thousand per month

In Mykolaiv, the National Guard was awarded the security contract. The military unit of the Guard will receive more than one and a half million hryvnias for the services.

This was reported by the Center for Public Investigations, citing data from the Prozorro electronic public procurement system.

On December 24, the State Bureau of Investigation in Mykolaiv signed a contract for security services.

In early December, the Mykolaiv office of the State Bureau of Investigation announced a tender to find a contractor to ensure public safety and law enforcement.

The estimated cost of the services was UAH 1 million 576 thousand 800, and the auction was scheduled for December 7. However, the auction did not take place due to the lack of bids.

Under the terms of the tender, the SBI needed security for office premises, protection of property, and ensuring the safety of people on the territory of the facility. On December 16, law enforcement officers re-announced the tender. This time, the purchase amount was increased by UAH 176,200 and now amounts to UAH 1,752,000.

The auction was held without a competitive procedure, meaning that only one participant, military unit 3039 of the National Guard of Ukraine, submitted an application for the auction. The National Guard is to provide security for a year.

According to the YouControl online analytical system, the military unit 3039 of the National Guard of Ukraine was established in 1995 and is a state institution. The founder of the institution is the Ministry of Internal Affairs of Ukraine.

The main KVED of the institution is activities in the field of public order and security. The unit owns two land plots, one real estate object and three licenses.

Since 2017, the National Guard has earned UAH 13 million 272 thousand 558 in public tenders. The biggest profits came in 2027 and 2020.

The main customers were the Specialized Defense Prosecutor's Office of the Southern Region, the Mykolaiv Regional Prosecutor's Office, the Mykolaivvodokanal municipal utility, the Department of Culture and Cultural Heritage Protection, and, of course, the Mykolaiv Territorial Department of the State Bureau of Investigation.

In 2016, according to a ruling of the Central District Court of Mykolaiv, military unit 3039 of the National Guard of Ukraine was involved in a criminal case of misappropriation of budget funds.

Thus, according to the investigation, in 2014-2015, military unit 3039 and four private entrepreneurs, including Kronos-Auto LLC, Vintage LLC, Start Kyiv LLC, VO Spetsshina LLC, and Ukrtekhprom PE, entered into contracts for the purchase of automotive spare parts.

According to the terms of the contracts, these commercial entities were to supply automotive parts to military unit 3039 for a total of UAH 607,200.

Officials of the military unit 3039 drew up and signed acts according to which the above-mentioned commercial entities received funds from the State Budget of Ukraine. <span>However, </span>the automobile parts were<span> never transferred</span> <span>to the military unit </span><span>.</span>

Thus, the officials of the military unit 3039, abusing their official position by prior conspiracy, by drawing up fictitious contracts, misappropriated other military property, namely funds from the State Budget of Ukraine in the amount of UAH 607,200, i.e. a criminal offense under Part 3 of Article 410 of the Criminal Code of Ukraine.

Recently, Mykolaiv awarded a thirty million dollar contract for the repair of a water supply system to an Odesa-based company. Only one bidder, OdesaSpetsenergo LLC, submitted its proposal and was awarded a contract worth more than UAH 33 million. According to the contract, the contractor has to complete the reconstruction of the water supply system by December 31, 2024. In October, a criminal complaint was filed against the company for overcharging for the reconstruction of the same water pipeline.
