Odesa Mayor Trukhanov Appoints Andriy Sychev Acting Head of

Odesa Mayor Gennadiy Trukhanov has appointed a new head of the municipal institution Municipal Trade Development Service of Odesa City Council.

According to the mayor' s order, Andriy Sychev has been appointed acting director of the institution, and will hold this position until the director is appointed.

In his declaration for 2024, the new head of the institution indicated that he had no real estate except for an unfinished apartment in Odesa of 38 square meters and a 2015 Ford Fusion.

He declared three salaries as income: UAH 232,466 from the institution he headed, UAH 42,433 from the Main Department of the State Tax Service in Odesa Oblast, and UAH 52,756 from the Department of Analytics and Control of the Odesa City Council. He also received a pension of UAH 46,590 and an additional benefit of UAH 358.

His wife received UAH 227,462 in salary from the executive committee of the Odesa City Council and UAH 102,394 from the same source.

The family keeps 38 thousand US dollars in cash.

The day before, the mayor dismissed the director of this institution , Konstantin Kozhukhar , by agreement of the parties. Konstantin Kozhukhar himself wrote a letter of resignation.

The municipal institution "Municipal Trade Development Service of the Odesa City Council" ensures the proper use of places for the location of temporary structures (TS) for commercial, household, socio-cultural or other purposes for business activities and elements of street trade (ST) in the territories that are the communal property of the Odesa city territorial community, as well as the full payment for the use of these places to the budget of the Odesa city territorial community. It also ensures the proper organization of local markets, fairs, exhibitions, and the development of all forms of trade.

In addition, the institution is authorized to

• to record the facts of non-compliance and violations of current legislation on the placement of vehicles and equipment by individuals and legal entities with the preparation of relevant acts of recording violations.
• to draw up reports on administrative offenses in accordance with the procedure provided for by the Code of Ukraine on Administrative Offenses,
• to counteract manifestations of spontaneous trade in the territory of the city of Odesa,
• to dismantle vehicles, equipment and objects of spontaneous trade in accordance with the legislation of Ukraine, decisions of the Odesa City Council, the Executive Committee of the Odesa City Council and orders of the Mayor.

Odesa Mayor Gennadiy Trukhanov has also appointed an advisor on barrier-free space.
