Odesa Lyceum No. 13 Seeks Catering Services in ₴4.7M Tender

The municipal institution Center for Financing and Economic Activity of Educational Institutions of Peresypskyi District of Odesa has announced a tender to select a company that will be paid for catering services for students of Odesa Lyceum No. 13.

This was announced in the Prozorro electronic procurement system.

The procurement is scheduled for March 17 in the format of an open tender with an expected procurement value of UAH 4 million 708.8 thousand. The winning company will have to provide hot meals for 616 children:

• hot meals (breakfast) for students in grades 1-4 - 260;
• hot meals (lunch) for pupils in grades 1-4 - 240;
• hot meals (breakfast) for privileged pupils in grades 5-11 - 70;
• hot meals (lunch) for privileged pupils in grades 5-11 - 44;
• gluten-free and lactose-free meals for pupils in grades 1-4 who need gluten-free and lactose-free meals for medical reasons and belong to the privileged categories - two children.

The number of days of meals for pupils is 95.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open bidding.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
