Odesa hospital starts looking for a breadwinner for patients for 39 million

The municipal non-profit enterprise City Clinical Hospital No. 10 of the Odesa City Council has announced a tender to select a company to provide catering services.

The relevant information was published in the Prozorro electronic procurement system.

The procurement is divided into four lots:

• Lot 1: Provision of services for the provision of improved nutrition according to the norm No. 5 - provides for the purchase of 29 thousand sets of four meals a day.
• Lot #2: Services to provide meals for patients of obstetric and gynecological departments - 11 thousand meals for patients of obstetric and gynecological departments.
• Lot #3: Services for providing meals to patients in city hospitals - 140 thousand meals for patients in city hospitals.
• Lot #4: Nutrition services in municipal hospitals - 30 meals for children aged 0 to 1 year (one meal per person per day); 110 meals for children aged 1 to 3 years (four meals per person per day); 30 meals for children aged 3 to 6 years (four meals per person per day); 15 meals for children aged 7 to 10 years (four meals per person per day); 30 meals for children aged 11 to 18 years (four meals per person per day).

The procurement is scheduled to be held in the format of an open tender with special conditions on December 21. Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
