Odesa City Council Awards ₴8.9M Road Repair Contract to Eurodor LLC

The Road Department of the Odesa City Council has conducted a procurement to select a contractor to be paid for the current repair of the city's municipal road network.

The relevant announcement was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The auction was held in the format of open bidding with one participant - Eurodor Limited Liability Company. The company expects to receive UAH 8 million 857.8 thousand for the work if the agreement is concluded.

The company will repair the sidewalks of four streets:

• Serednyaya on the section from house No. 41 to Skisna Street and on the section from house No. 36 to house No. 46.
• Prokhorovska Street on the section from the building No. 4a to Rozumovska Street (even side).
• Dalnytska Street on the section from Mykhailivska Street to Stepova Street (odd side).
• Ivan Funtovyi Street on the section from house number 17 to Breus Yakova Street (odd side).

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a deputy of the Izmail City Council.

This is not the first time the company has won contracts without an auction. Earlier, the Housing and Communal Services Department of the Izmail City Council in Odesa Oblast held a tender to select a contractor to be paid for the current repair of the road surface on Prydunayska Street from 296 Prydunayska Street to the railway crossing. The procurement was conducted in the format of an open tender with special conditions. The only participant and winner was Eurodor Limited Liability Company. At the time, the price was UAH 11 million 913.3 thousand.

In 2021, the Center for Public Investigations compiled a rating of companies that won tenders announced by the Road Department of the Odesa City Council within 9 months of that year.

Among the ten largest recipients of funds from the department were Odeskolovpostach Repair and Construction Section, Dorstroy PE, and Eurodor Limited Liability Company. The latter won the third tender, which provided for repairs on one Inglesi street only, from Kosmonavtiv Street to Ivan and Yurii Lyp Street.
