Contractors for road repairs in Odesa worth 26 million were selected without auctions

Odesa City Council's Road Maintenance Department has selected three contractors for road repairs in Odesa at different sites.

According to the Prozorro electronic procurement system, all three procurements took place yesterday in the format of open bidding with no competitors.

The first auction was for the repair of sidewalks on three streets in the city: Glodan Family Street (formerly Ilf and Petrov Street - ed.) on the section from Architektorska Street to Akademika Williams Street; Tram Line 13 on the section from its intersection with Akademika Korolyova Street to the house No. 5/4 on this street; Fontanska Road from Uzkyi Lane to Dachnyi Lane.

If the agreement is signed, the contractor, Odeskolovpostach Repair and Construction Site, expects to receive UAH 10 million 771.1 thousand, and the work must be completed by December 31.

According to the YouControl service, the company was registered in 1998. It is currently owned by Oleksandr Fridman.

On February 23, the Capital Construction Department of the Odesa City Council signed an agreement to terminate the contract with the Odeskolovpostach Repair and Construction Site PJSC for the reconstruction of the Kyiv District Court building by mutual agreement.

Dorstroy Private Enterprise was selected as the contractor for the second tender. It will repair sections of streets: Seminarska, where they will repair the driveway and sidewalks along houses #1/5; Botanichnyi Lane - sidewalks along houses #2 and #2a; Sehedska, where they will repair the driveway and sidewalks from house #16 on Sehedska Street to house #6 on Nezalezhnosti Street (formerly Armyska Street); Serednofontanska - sidewalk along the railway station; Staroportofrankivska from Olhiyivska to Novoshchipnyi Row.

Dorstroy was registered in 2015 in Odesa. The owner is currently Ihor Berezhok.

In 2021, the Center for Public Investigations compiled a rating of companies that won tenders announced by the Road Department of the Odesa City Council within 9 months of that year.

Among the ten largest recipients of funds from the department were the Odeskholovpostach Repair and Construction Section, Dorstroy PE, and Eurodor Limited Liability Company. The latter won the third tender, which provided for repairs on only one Ingleza street, from Kosmonavtiv Street to Ivan and Yurii Lyp Street.

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan and Natalia Avetisyan, a deputy of the Izmail City Council.
