A rehabilitation center for war veterans and disabled people is planned to be built in Ochakiv, Mykolaiv region. The budget for the work is estimated at UAH 190 million.

According to the information provided by the DREAM ecosystem, the construction of the center should be an important part of the country's recovery from the war. Most of the population has been mobilized into the Armed Forces, and many businesses have suspended their operations. Post-war reconstruction will require qualified personnel and new knowledge, and war veterans and disabled people will need social and professional adaptation to peaceful life.

The project envisages the creation of a rehabilitation center that will also train veterans in new professions. The center is to work in partnership with a public organization of veterans, the Ministry of Veterans Affairs of Ukraine, local authorities and specialized institutions.

The project is initiated by the Ochakiv City Council. The work is expected to last for 4 years, and a donor is being sought to finance the construction.

DREAM contains 470 projects for the reconstruction of Mykolaiv region. Their implementation will require 37.7 billion hryvnias. Currently, out of the required UAH 37.7 billion, UAH 5.6 billion is available for the implementation of reconstruction projects in the region. The Mykolaiv community ranked first in terms of the number of reconstruction projects entered into the system. Currently, 254 projects are registered there with a total estimated budget of UAH 18.1 billion. However, the available funding is currently only UAH 2.46 billion.

In turn, the Bashtanka community has 28 projects, Ochakivska - 26, Voznesenska - 20, Yuzhnoukrayinska - 14, and Snihurivska - 11.

In March 2024, the event "Presentation of the DREAM Recovery Management Ecosystem for Regional and Local Authorities" was held in Mykolaiv with the support of the Ministry of Communities, Territories and Infrastructure Development of Ukraine and the DREAM Project Office.

DREAM was established and operates in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1286 of November 15, 2022. Since the beginning of the full-scale invasion of Russia, almost 3,000 infrastructure facilities have been damaged in Mykolaiv region.
