Mykolaivoblteploenergo Plans ₴8.8M for Vehicle Maintenance Tenders

Mykolaivoblteploenergo, a regional utility company, plans to spend UAH 8.8 million on vehicle maintenance and repair.

On March 9, the utility announced three tenders in the Prozorro e-procurement system.

Mykolaivoblenergo is ready to spend the most money - UAH 7.6 million - on maintenance and repair of FIAT vehicles. In addition, the procurement list includes maintenance services for HYUNDAI for UAH 404.9 thousand and LEXUS repair, which will cost the budget UAH 833.1 thousand.

Applications from contractors will be accepted until March 18, and the next day an auction will be held in the format of open bidding with special features that provide for a reduced deadline for submitting applications and appeals.

The services must be provided by December 31, 2025, according to the tender terms.

It should be added that Mykola Logvinov has been the head of the regional utility company Mykolaivoblteploenergo since 2016. When submitting his declaration to the NAPC last year, the head of the company indicated that he purchased a 2020 Toyota Land Cruiser Prado for UAH 1,700,000, or about $44,000, in 2023. His wife, Diana Kasabian, owns a 2019 Toyota Camry for UAH 770,000. What else Logvinov declared was previously reported by Intent.

The format of open bidding with its peculiarities provides for a shortened procedure. The period for submitting bids lasts seven calendar days, and the period for challenging qualifications is five calendar days. As a result, the auction may not take place, and participants will have no competitors.

In 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding due to martial law. In particular, the government has allowed procurement without electronic auctions, so tenders in Prozorro can be held without competition between participants.

In January of this year, Mykolaivoblteploenergo awarded a 7 million contract to a local company, Svetolux-Electromontazh LLC, for the modernization of a boiler room without bidding or auction. The project involves the installation of a modern Jenbacher gas cogeneration unit. The work is part of the modernization of the city's heat supply infrastructure in 2024-2025.
