Mykolaiv region has announced a new tender for the construction of a shelter for the Oleksandrivka Lyceum. The previous agreement was terminated due to project adjustments.
This was reported by the Center for Public Investigations, citing open sources.
According to the Prozorro public procurement system, the tender for the construction of a new radiation shelter for the local lyceum was announced by the Education Department of the Oleksandrivka Village Council.
The auction is scheduled to start on November 29, 2024, with an expected cost of over UAH 31 million. According to the tender, the works should be completed by December 15, 2025.

It should be noted that the new construction of the shelter is by no means new. Despite the fact that the Dream ecosystem states that the project has been implemented since April 2024, the construction contract was signed in 2023 for UAH 36 million. The work was to be completed by the end of 2024. And now they have announced a procurement for construction adjustments.

In March, the State Budget Allocation Commission approved a subvention for the arrangement of safe conditions in institutions providing general secondary education. The state budget allocated 19 million 391 thousand 800 hryvnias. Another UAH 646,980 was added from the local budget. Thus, the financial coverage of the construction amounted to over UAH 20 million.
The total amount of construction is 51.3 million hryvnias.

According to the project description, its goal is to ensure the safety of students and staff in the event of emergencies related to radioactive contamination, armed hostilities, and other threats.
The emergency shelter is designed for 860 people. The premises are provided with engineering systems for heating, ventilation, water supply, sewerage, electric lighting, and video surveillance, which contribute to the normal functioning of the FRU, create an appropriate microclimate, and ensure compliance with sanitary and hygienic standards.

The contract for the construction project was concluded with Agrophone Enterprise LLC, with technical supervision by Volodymyr Makarenko, a private entrepreneur.
The company that received the contract in 2023 was First Ukrainian Construction LLC, which is not only a newcomer to the market but, according to a journalistic investigation, had included prices significantly higher than the average in the region last year.
However, the agreement was terminated due to project adjustments. The amount of payment under the contract amounted to UAH 18 million 202 thousand 665, including UAH 3 million 33 thousand 77 in VAT.
According to the YouControl online analytical system, the company was registered in 2022 with a registered capital of UAH 1000. The beneficiary is Serhii Viktorovych Tkachenko. During two years of active work, the company has earned UAH 108 million 461 thousand 301 from public procurement. Mostly on the repair of shelters for hospitals and educational institutions.
Earlier, the Mykolaiv region decided to repair a shelter, the construction of which was planned in 2019 and continued in 2024. It is a major overhaul of the radiation shelter of the Stepkivska school. More than UAH 19 million was allocated from the budget for this purpose.
In addition, they plan to rebuild a lyceum damaged by shelling. Almost UAH 200 million was allocated from the state budget for this purpose. The contract was signed with a company that has been repeatedly featured in investigative journalism.
