Mykolaiv region ordered road repairs after rejecting two cheaper offers

In Yuzhnoukrainsk, Mykolaiv region, the housing and communal services department chose a road repair contractor after rejecting two cheap offers.

This became known during the monitoring of the ProZorro system.

The contract is for the repair of local roads and streets, including the restoration of the road surface, including the elimination of dips and potholes, as well as the restoration of all types of pavement using hot asphalt concrete of in-block passages in Yuzhnoukrainsk.

The expected value of the procurement was UAH 10 million 15 thousand. Three bidders took part in the tender: ATLANT BUDPROEKT Limited Liability Company, Mykolaivmagistral Private Enterprise and DORBUD 777 LLC.

The two bidders offered to perform the work for between UAH 6 million and UAH 6.69 million. That is, four million cheaper than the expected cost. But the customer rejected all the proposals under various pretexts.

Therefore, the contract was signed with DORBUD 777 LLC, which offered to repair the roads for UAH 8 million 20 thousand.

According to the tender documentation, the contractor is to perform cold milling of the asphalt concrete pavement, repair work on the road surface, up to 300 square meters in one place using an asphalt paver.

According to the YouControl service, DORBUD 777 Limited Liability Company was registered in 2018.

The company is located in Voznesensky district, in the urban-type settlement of Domanivka. The owner is currently Arman Rafikovych Kazaryan.

The administration of Korabelnyi district ordered major repairs of the road surface of two adjacent neighborhoods from related contractors. The contracts are worth almost UAH 9 million and were awarded without a tender and at inflated prices.

In addition, the Kutsurub village council signed an agreement with Pivden-Dorbud LLC for the overhaul of the road surface on Shchaslyva Street in Parutyne village, Mykolaiv district, Mykolaiv region. The procurement was made without an open tender. The cost of the works amounted to UAH 4.5 million.
