Mykolaiv is in the top three for automotive safety violations

Mykolaiv region is among the leaders in terms of the number of violations in the field of automotive safety. Over the past 9 months, more than 400 violations have been recorded here.

This was reported by Ukrtransbezpeka.

Thus, Mykolaiv region is among the regions with the highest number of recorded violations, second only to Kyiv (1169 violations) and Dnipropetrovska oblast (527 violations).

This year, Ukrtransbezpeka also started recording violations at new WIM complexes, in particular in Mykolaiv (WIM 52), Chernivtsi (WIM 84), and Kharkiv (WIM 62) regions. Currently, there are 58 WIM sites operating throughout Ukraine.

The most common violation recorded by the WIM systems is exceeding the legal weight and dimensions by 5-10%, which entails a fine of UAH 8,500. Prior to the full-scale war, this type of violation accounted for 36% of all recorded violations, and after the WIM systems resumed operation in May 2022, the share of such violations increased to 64%.

The WIM (Weight-in-Motion) system uses special sensors built into the road surface to determine the weight of a vehicle while it is moving. Cameras record the speed, dimensions, and license plates of vehicles. All data is transferred to the Ukrtransbezpeka Data Center for analysis and registration of violations.

It is important to note that Ukrtransbezpeka is not the balance holder of the WIM systems. The road owner is responsible for their technical condition, modernization and installation of new systems .

As a reminder, during the week of October 5-11, 72,000 procurement tenders totaling UAH 18.73 billion were published in the Prozorro electronic procurement system. The largest procurement was a contract worth UAH 1.6 billion awarded to Rostdorstroy for road repairs in Mykolaiv region.

Formally, this procurement was called 'operational maintenance', which usually includes patching potholes, clearing snow, sprinkling salt and installing signs. However, in fact, the bulk of the tender is for the removal of old asphalt and the installation of a new road. Given the area of work, it may involve repairing about 30 kilometers of a conventional two-lane road.

In September, the Restoration Service had already ordered Rostdorstroy to perform similar asphalting under the guise of operational maintenance. At that time, the State Audit Service demanded that the client explain the basis for classifying the work as such.
