The court has suspended the case involving nearly 197 million for "Mykolaivelektrotrans"

The Mykolaiv District Administrative Court has suspended proceedings in a case involving nearly 197 million hryvnias in budget funds received by the municipal enterprise “Mykolaivelektrotrans.”

According to Nikcenter, pending clarification of the circumstances, the court has ordered a forensic economic examination, which will take more than 90 days.

The municipal enterprise“Mykolaivelektrotrans” filed a lawsuit challenging a demand issued by the Southern Office of the State Audit Service on April 14, 2026. Proceedings in the case were initiated on April 28.

According to the auditors, between 2022 and 2025, the company unjustifiably received 196.8 million hryvnias from the city budget, and it is these funds that the State Audit Service is seeking to recover through the courts.

By law, the budget is required to compensate the carrier only for the difference between passenger transportation costs and its own revenue from ticket sales and fines.

However, according to the auditors’ findings, the executive committee of the Mykolaiv City Council fully paid the company for “transportation services,” while the revenue from ticket sales remained at the disposal of “Mykolaivelektrotrans” as additional income.

In addition, according to the audit, a portion of the budget funds was allocated to expenses unrelated to the operation of public transit.

In June, “Mykolaivelektrotrans” asked the court to order a forensic economic examination. The court granted the motion and assigned the investigation to the Mykolaiv branch of the Odesa Research Institute of Forensic Expertise.

The experts are to verify whether the findings of the company’s audit report for 2022–2025 are supported by documentation—specifically, the provision regarding the need to rectify violations related to the excessive receipt of 196.8 million hryvnias from the budget.

The expert institution requested more than 90 days to conduct the investigation, citing the complexity of the work and the heavy workload of the economic expert. The parties did not object to the extension, and the municipal enterprise has already provided the necessary documents and paid for the expert examination.

The court approved the extended investigation period and suspended consideration of the case pending receipt of the expert opinion. A final decision on the dispute between “Mykolaivelektrotrans” and the State Audit Service will be made after the experts’ conclusions are issued.
