More than a billion planned for asphalting the road in Mykolaiv

During the week of October 5-11, 72,000 procurement tenders worth a total of UAH 18.73 billion were published in the Prozorro electronic procurement system. The largest procurement was a contract worth UAH 1.6 billion awarded to Rostdorstroy for road repairs in Mykolaiv region.

Formally, this procurement was called "operational maintenance," which usually includes patching potholes, snow removal, salt sprinkling, and signage. However, in fact, the bulk of the tender is for the removal of old asphalt and the installation of a new roadway. Given the area of work, it may involve repairing about 30 kilometers of a conventional two-lane road.

In September, the Restoration Service had already ordered Rostdorstroy to perform similar asphalting under the guise of operational maintenance. At that time, the State Audit Service demanded an explanation from the client on the basis of which standards the work was classified in this way.

The service replied that such works as cold milling of asphalt pavement, installation of a leveling layer of the base and correction of the profile of crushed stone bases were classified as emergency works. The main argument was that these works do not change the structural parameters of the road surface, do not involve complete replacement of layers and are of a supportive nature, which meets the definition of operational maintenance in accordance with legal and regulatory requirements.

SASU was satisfied with this explanation. After that, the Restoration Service conducted a new procurement of 'operational' asphalt paving, with prices for asphalt and certain types of work increasing by 3% compared to September.

Earlier, in 2025, Odesa's Miski Dorogi utility allocated the most funds for the maintenance of public roads. At the same time, the company financed other areas of activity.

Intent analyzed the largest transactions through the Zakupivli.pro platform. It should be noted that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.
