Mykolaiv Allocates ₴78M for Lyceum Overhaul Amid Corruption Allegations

More than UAH 78 million was allocated for the overhaul and thermal modernization of a lyceum in Mykolaiv.<span>The company that had previously won the tender was involved in corruption scandals and alleged ties to the leadership of the Mykolaiv Regional Education Authority.</span>

This was reported by the Center for Public Investigations with reference to the Dream ecosystem.

In Mykolaiv, more than 78 million was allocated for major repairs and thermal modernization of the building of the Oleh Olzhych Lyceum. The project is being implemented by the Education Department of the Mykolaiv City Council.

The system indicates that 66.67% of the contracts for the modernization of the lyceum were previously concluded and even bills were paid, but the deliveries have not been completed.

The total budget for the reconstruction is UAH 78.8 million, of which UAH 77.3 million is earmarked for capital expenditures and UAH 1.5 million for operating expenses. Since the design and estimate documentation was developed in 2018-2019, it needs to be adjusted before the work begins.

In 2018, UAH 849 thousand 103 were allocated for design, and in 2021-2023, UAH 1 million 460 thousand 44 were allocated for technical supervision. UAH 76 million 482 thousand 224 is allocated for the construction itself.

The renovation includes the dismantling of outdated structures, insulation of technical rooms, facade renovation, reconstruction of bathrooms, an assembly hall, and a dining room. It is also planned to install a new roof, replace internal engineering networks, and install modern drainage systems. According to the project description, in addition to improving energy efficiency, the project aims to create comfortable conditions for students and teaching staff.

According to Prozorro, in December 2021, an agreement was signed with a company that was accused of corruption, misappropriation of budget funds in tenders, and ties to the head of the Mykolaiv Regional Education Agency, Vitalii Kim, to modernize the lyceum.

The contract was signed for over UAH 72 million, and in October 2024, the agreement was terminated. The amount of payment under the contract was almost UAH 2 million.

The company has been involved in journalistic investigations and a criminal case on misappropriation of budget funds.

According to the YouControl analytical system, in 2011, the co-owners of Arena Sport 2011 LLC were Oleksandr Stepanov and Olha Kim. Vitalii Kim held the position of the head of Arena Sport 2011 until 2016.

Starting in 2020, Arena Sport 2011 LLC, which was registered in 2011, began to receive budget contracts. So far, the company has already concluded agreements totaling more than UAH 130 million of budget funds.

In August 2024, another tender was announced for repairs at the lyceum. More than UAH 700 thousand have been allocated from the budget for the renovation of the building of the Mykolaiv Oleh Olzhych Lyceum. According to the terms of reference, the contractor had to perform 72 works.

In December last year, a company associated with the head of the Mykolaiv Regional Military Administration won a tender for the construction of a school shelter worth almost UAH 60 million without competition. According to the plan, a monolithic reinforced concrete shelter with an area of more than 900 square meters will be built on the territory of the educational institution. The construction is scheduled to be completed in December 2025.
