Kherson resident helped Russians control the occupation administration

A 64-year-old resident of Rybalchy, who voluntarily cooperated with the Russian military and took a position in the occupation administration of Skadovsk district, will soon be brought to trial. The indictment in the criminal proceedings against the collaborator has already been sent for trial.

This was reported by the National Police of Ukraine.

In November 2022, the defendant agreed to take the position of 'Deputy Head of the Department of Labor and Social Policy' in the illegally created administration of the Skadovsk district. In this position, he performed organizational and administrative functions, received citizens, organized the registration of social payments and benefits under Russian law, and participated in propaganda activities.

Thanks to the efforts of the Kherson regional police and the SBU, the full amount of evidence was collected. The collaborator is charged with Part 5 of Art. 111-1 of the Criminal Code of Ukraine (Collaboration). In October 2025, the indictment was sent to court. Since the defendant is in the occupied territory, a custody was chosen as a measure of restraint in absentia, and his car was seized. The sanction of the article provides for five to ten years in prison with confiscation of property.

Earlier, the former Crimean businessman headed the militants of a Russian battalion. He was found guilty of cooperation with the occupation authorities and participation in an illegal armed group.

Prior to the occupation of Crimea, he headed the Bakhchisarai organization of the Ukrainian Society of Hunters and Fishermen, and was engaged in business and trade. After 2014, Golikov joined the illegal formation "Self-Defense of Crimea", participated in the seizure of Ukrainian facilities, and later joined the occupation authorities - he headed the executive committee of the Bakhchisarai branch of "United Russia" and became a deputy of the pseudo-city council.
