Kherson region decides to turn landfill into eco-zone

In the Kherson region, since 2021, they have been trying to rehabilitate a landfill that was started by the company of a traitorous MP. Funding is currently being sought for the project.

This was reported by the Center for Public Investigations, citing data from the Dream digital restoration ecosystem.

The working land management project provides for the technical and biological stages of restoration of the territory.

The project was initiated by the executive committee of the Bereslav City Council.

The goal of the project is to implement a set of organizational, technical, and biotechnological measures aimed at restoring soil cover, improving the condition and productivity of disturbed lands, and improving environmental safety.

The project budget is UAH 4 million 189 thousand 593. Of this amount, 40.58% was financed from the local budget of Beryslav, which amounts to UAH 1 million 700 thousand.

According to the project description, the Beryslav City Council, represented by Mayor Oleksandr Shapovalov, entrusted Ecobudkonsult LLC, represented by Director Andrii Tsyvilskyi, with the construction of the facility.

According to the YouControl online analytical system, Ecobudkonsult LLC was registered in 2015. The main KVED is the construction of residential and non-residential buildings.

The co-founder of the company is Vladyslav Nikitenko, a deputy of the Bekhtera village council in Kherson region, whose property was seized by the court earlier this year. He currently faces life imprisonment with confiscation of property.

According to the court ruling, the MP accepted an offer from representatives of the aggressor state and voluntarily took the position of deputy head of the illegal authority "Military-Civilian Administration of the Bekhtera Rural Territorial Community of Skadovsk District, Kherson Region". In this position, he performed administrative and economic functions.

He supported the actions of the Russian Federation and its representatives in the Bekhtera community, assisting in their subversive activities against Ukraine, thereby harming its sovereignty, territorial integrity, defense capability and state security.

During its operations, the company has earned UAH 42 million 791 thousand 386 from public tenders. But since 2021, it has not participated in tenders.

But before the full-scale invasion began, Nikitenko 's company systematically received budget contracts. Among the largest customers are Kakhovka and Beryslav city councils, Yuvileina and Hladkiv village councils in Kherson region.

Despite the obvious conflict of interest of the co-owner, Ecobudconsult LLC even worked with municipal institutions and structural units of the Bekhterska community itself. Thus, in 2021, the company received two contracts from the local lyceum and the village council's education department, respectively, for a total of more than UAH 5 million.

Also, thanks to international support, a vehicle for the transportation of drinking water and a purification system were purchased for the Beryslav community in Kherson Oblast. In total, donors provided equipment worth more than UAH nine million. Funding for the purchase of the equipment was provided by the United Nations Development Program (UNDP). The project is being implemented since October 2024.

In addition, the International Organization for Migration financed the purchase of equipment to restore water supply in Kherson Oblast. More than four million hryvnias were spent on this. It is planned to purchase and install energy-saving equipment for artesian wells in the community's settlements.
