Previous contractor to rebuild school destroyed by Russians in Kherson region for more than 4 million hryvnias

The municipal institution concluded an agreement for the overhaul of a school building in the village of Ivanivka, Kherson region, worth more than UAH 4 million without a tender with the previous contractor.

According to the Center for Public Investigations, on December 20, the municipal institution "Arkhangelsk Support Institution of General Secondary Education" of the Vysokopil Village Council signed an agreement with Bud Capital Group LLC to rebuild the school. The deal is worth UAH 4.5 million. The contractor has to complete the work by March 31, 2025.

It should be noted that the first attempt to find a contractor was made by the hub school in March 2023. At that time, they held an open tender with special conditions. The expected cost of the repair was UAH 10.5 million. The contractor had to complete the work by December 31, 2024. One participant, Bud Capital Group LLC, applied for the tender. However, the school rejected its proposal because the documents did not meet the tender conditions. Therefore, the tender did not take place.

In April, the contracting authority again held an open tender with the same conditions. Again, Bud Capital Group LLC took part in the tender. This time, the contract was signed. However, in December, the agreement was amended to reduce the contract amount to UAH 8.7 million "in accordance with the actual performance of the work."

Bud Capital Group LLC was registered at the end of 2022 in Uman. The owners of the company are Roman Usatyuk, Ivan Huchenko, and Volodymyr Tkachenko. According to media reports, Ivan Huchenko is the husband of the secretary of the Uman City Court. According to his wife's declaration, Mr. Huchenko had a loan of more than one million hryvnias. During its short life, the company has already received contracts worth UAH 77.5 million.

In Velyka Oleksandrivka, Kherson region, the company ordered the construction of a shelter at a local school without a tender. The contract worth more than UAH 150 million will be awarded to a Kyiv-based company whose director is involved in a criminal case of embezzlement of budget funds, and whose father has a criminal record for treason.

Earlier, an auction for the overhaul of the building of Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, was won by a company with a dubious past - the company's management was suspected of overstating the cost of construction materials by 2-3 times.
