Kherson region checks reconstruction of outpatient clinic for embezzlement

Law enforcement officers are investigating the possible misappropriation of budget funds during the reconstruction of an administrative building in Vysokopillya, which was to be converted into a family medicine outpatient clinic.

This was reported by Anti-Corruption Dimension with reference to a court ruling .

According to the court ruling, the customer of the work was the Department of Territorial Development of the Kherson Regional State Administration, and the contractor was Global Build Engineering. Despite the total cost of the project, the contractor has already received about UAH 34 million.

Investigators have now gained access to all financial and construction documentation to verify the actual scope of work performed and the validity of budget expenditures.

According to the Prozorro system (agreement No. 16-10/53), the total cost of works in the village of Vysokopillia, Beryslav district, is UAH 135.2 million. The investigation found that as of January 2026, the client had already transferred UAH 34 million to the contractor.

These payments have raised questions among law enforcement officers, who are currently checking whether the work actually performed corresponds to the scope and cost specified in official acts and estimates. The court recognized the case materials as essential for the investigation and granted investigators temporary access to the tender documents, additional agreements and payment orders with the possibility of seizing their copies.

In particular, the Kherson Regional Center for Educational Quality Assessment entered into a contract for the repair of its premises. The work will be performed by Kherson businessman <b>Serhiy Tisovskyi</b>.

The total amount of work under this contract is UAH 117,977. However, the contract attracts attention because of the contractor's controversial tender background.

According to the YouControl portal, Tisovskyi, who previously received small construction tenders, resumed his business in December 2023 and immediately received six repair contracts. His largest contract was for the repair of a storage facility in Novovorontsovka for almost UAH 2.9 million.
