Renovations in Kherson were entrusted to a contractor caught in overpayments

The Kherson Regional Center for Educational Quality Assessment has signed a contract for the current repair of its premises. The work will be performed by Kherson businessman <b>Serhiy Tisovskyi</b>.

The information was published on October 29 on the public procurement portal Prozorro.

The total amount of work under this contract is UAH 117,977. However, the contract attracts attention because of the contractor's controversial tender background.

According to the YouControl portal, Tisovskyi, who previously received small construction tenders, resumed his business in December 2023 and immediately received six repair contracts. His largest contract was for the repair of a storage facility in Novovorontsovka, worth almost UAH 2.9 million.

Recently, the sole proprietor also signed a contract to repair the water supply system in the Muzykivska community. It is worth noting that earlier, when Tisovskyi repaired several sections of the water supply system in the same village, the local publication MOST revealed overpayments for the purchase of pipes, which raises questions about the transparency of the new contract with the KhRCOE.

Earlier, an overpayment was found in the estimate for the construction of a garage in Odesa Oblast. Experts estimated that the prices for materials and workers' salaries were overstated.

On October 13, Usativ village council of Odesa district signed a contract with Flagman SPC LLC for the construction of a garage in Illinka village for UAH 32 million 420 thousand. The building for the storage and maintenance of vehicles is planned to be completed by mid-2026 according to the project of the Arch-Idea SPC.

The contract price is dynamic - actual calculations may differ from the estimate. In particular, the document includes 68 thousand hryvnias for inflation and zero for risks.

The estimate includes Alpina "lamb" facade plaster at UAH 336 per kilogram, while the same material costs UAH 149/kg at Epicenter, which is two times cheaper. Hot-rolled reinforcing steel of class A-III with a diameter of 12 mm is listed at UAH 49,576 per ton. At market prices, it costs between UAH 31,560 and UAH 40,320 per ton, which is 19-36% cheaper.
