Kherson Hospital Awards ₴4.5M in Non-Tender Security Contracts

Kherson Regional Clinical Hospital has signed two contracts for security services with a total value of more than UAH 4.5 million.

This is reported on the Prozorro platform.

Both purchases were made under a non-tender procedure, i.e. without a tender, when the customer directly selects a supplier and enters into a contract with it. This approach does not involve other potential participants and requires only a report on the agreement.

On January 27, representatives of the hospital signed an agreement for public security, law enforcement and public order services with the Kherson Oblast Police Department. The contract is worth UAH 2 million 873 thousand. Security services will be provided at the client's facility at the following address: 67 Ushakova Avenue, Kherson, throughout 2025.

The second tender was signed on January 26 with Alliance Tavria LLC, owned by entrepreneur Andriy Lukyanets. This agreement provides for round-the-clock protection of material assets, visual control over the hospital's territory and access control at the outpatient clinic and diagnostic center. The cost of services is UAH 1 million 734 thousand 408, and the contract is valid until the end of 2025.

According to youcontrol, Alliance Tavria LLC is a private company registered in Kherson in 2017. Its main activity is security services.

The director is Serhii Sliusarchuk and the founder and ultimate beneficiary is Andrii Lukianets. The authorized capital of the company is UAH 1,000.

The company is also engaged in food wholesale, security systems, electrical work, information technology, advertising, car rental, and exhibition organization.

Kherson recently signed an agreement to protect an art museum that was looted by Russians during the city's occupation. The agreement was signed with the Department of Security Police in Kherson region. The museum received services for the protection of premises and protection against potential threats for the period from January 1 to December 31, 2025. The procurement was also conducted without the use of an electronic system. The total contract amount was UAH 963,600.
