Kherson engineer to be tried again in embezzlement case

The Court of Appeal has overturned the acquittal of a technical supervision engineer in the case of embezzlement of budget funds in Kherson region. The case will be considered anew, but by different judges.

This is evidenced by the ruling of the Kherson Court of Appeal.

The judge overturned the acquittal of Pavel Andrievsky, a technical supervision engineer accused of aiding and abetting embezzlement and forgery during the construction of outpatient clinics in Chongar and Shchaslyvtseve. The court ordered a new trial in the Kherson City Court with a different panel.

The court found that in May 2020, while in the city of Kherson, Andriyevsky entered into an agreement with the Department of Construction and Infrastructure Development of the Kherson Regional State Administration to provide technical supervision over the construction of the Shchaslyvtseve Family Medicine Outpatient Clinic. During the performance of his duties, he signed the acts of work performed for May-September 2020, which overstated the scope of work and the cost of materials, which allegedly indicated the misappropriation of funds by the contractor, Teplohazmerezha LLC.

The court of first instance found no evidence of Andrievsky's direct intent, noting that the prosecution had not proven his mercenary motives and collusion with the company's director, Igor Lukyanov. The Court of Appeal, analyzing the case file, recognized that the trial court failed to take into account a number of circumstances.

In view of these circumstances, the court overturned the verdict of the Kherson City Court of April 14, 2025 and ordered a new trial. The ruling came into force upon its announcement and is not subject to cassation appeal. Andrievsky was served with a notice of suspicion in September 2024.

In July 2025, the investigation notified the former director of Teplohazmerezha LLC, Ihor Lukianov, of suspicion. According to the police, he entered false data in the acts of work performed, which allowed him to receive payment for work that was not actually performed. Thus, according to investigators, the head of the construction company misappropriated more than UAH 90 thousand during the construction of an outpatient clinic in Shchaslyvtseve and almost UAH 250 thousand at a medical facility in Chongar.

From the beginning of the investigation, Lukianov evaded interrogations, and in June 2025, he was put on the international wanted list. According to intelligence, the suspect may be in Switzerland, where he has a residence permit.
