Helped to misappropriate funds from the budget: Kherson region serves suspicion notice to technical supervision engineer

In 2020, a technical supervision engineer supervised the construction of two medical facilities in the Genichesk district. As law enforcement officers found, as a result of this "control", the contractor misappropriated a significant amount of public funds. The suspect has now been served a notice of suspicion.

According to Oleh Malchevskyi, Head of the Investigation Department of the Kherson Police, during the pre-trial investigation, law enforcement officers found that in May 2020, a 66-year-old resident of Kherson entered into an agreement with the Department of Construction and Infrastructure Development of the Kherson Regional State Administration to carry out technical supervision over the construction of medical facilities. Namely, two outpatient clinics of general practice of family medicine, which the contractor was obliged to build in Chongar and Shchaslyvtseve in the Genichesk district.

The man was supposed to ensure quality control and scope of work at the facilities, carry out technical supervision of construction in accordance with the requirements of the approved project documentation, and draw up relevant reports on the results of control on a monthly basis. However, during the investigative and search activities, law enforcement officers learned that the engineer had colluded with the head of the construction campaign and promised him to assist in misappropriating part of the funds allocated for the construction. For five months, the man signed acts in which the contractor indicated overstated calculations of the work performed. The engineer also indicated similar information in his accounting reports to the regional administration. Thus, the head of the construction company embezzled more than UAH 90 thousand during the construction of the outpatient clinic in Shchaslyvtseve and almost UAH 250 thousand at the Chongar medical facility.

Currently, with the approval of the regional prosecutor's office, investigators of the regional police headquarters have served the engineer a notice of suspicion of aiding and abetting in the seizure of another's property, committed repeatedly and by prior conspiracy by a group of persons, and of issuing knowingly false official documents. The suspect faces imprisonment for a term of three to eight years. It should also be noted that the suspect has been previously prosecuted for similar crimes.
