Court seizes property of Kherson construction company director

The court seized the property of the director of a construction company in Kherson region. He is suspected of misappropriating budget funds during state construction.

This is stated in the ruling of the Zavodskyi District Court of Mykolaiv.

In the Kherson region, the investigator, in agreement with the prosecutor of the Genichesk District Prosecutor's Office, filed a motion with the court to seize the property of the suspect in criminal proceedings.

The suspect is the former director of Teplogazmerezha, a company suspected of abuse of office and misappropriation of budget funds of the Department of Construction and Infrastructure Development of the Kherson Regional State Administration during the execution of a state construction order. In particular, the suspect is accused of entering false information in the acts of work performed and overstating the cost of equipment.

According to the investigation, the suspect acted in collusion with a technical supervision engineer. The court seized the suspect's property: a 56.1-square-meter garden house, a 0.0769-hectare land plot and a share of an apartment located in the Skadovsk district in the "Sunbeam" gardening association.

The court prohibited the suspect from disposing of the seized property until the investigation is completed. At the same time, he has the right to appeal this decision to the Mykolaiv Court of Appeal. The investigation is currently ongoing.

Ihor Lukianov, the former director of Teplogazmerezha LLC, was served with a notice of suspicion in July. According to the investigation, in 2020, while heading the Kherson enterprise, he and technical supervision engineer Pavlo Andriievskyi planned to misappropriate funds allocated by the Construction Department of the Kherson Regional State Administration for the construction of outpatient clinics in the villages of Shchaslyvtseve and Chongar, Henichesk district.

Law enforcement officials believe that Lukianov, who has extensive experience in construction and runs several companies, used his official position to illegally obtain money from the regional budget. Since the beginning of the investigation, he has avoided interrogation, and in June 2025, he was put on the international wanted list. According to intelligence, he may be in Switzerland, where he had a temporary residence permit.

Meanwhile, in April, engineer Andrievsky was acquitted in the case by a court, which found that the prosecution had not provided sufficient evidence of his guilt.
