Kherson Deputy Commandant and 2 Officers Accused of Torturing Civilians

The deputy commandant of Kherson region and his two accomplices were accused of torturing civilians during the occupation of the city.

This was reported by the Kherson Regional Prosecutor's Office.

According to the investigation, these individuals, including a 46-year-old deputy commandant and two military officers aged 33 and 39, were involved in the detention of two men in the summer of 2022. They were held in the basement of the Kherson Court of Appeal in appalling conditions - without food, water, and subjected to physical and psychological violence.

During interrogations, they used torture and threatened to rape them to extract information.

Investigators have already served a notice of suspicion to the so-called "deputy military commandant of Kherson region" and two of his accomplices in connection with the ill-treatment of civilians during the occupation. The suspicions relate to violations of the laws of war, including torture and illegal detention.

Intent has already written about how the Russian occupiers abducted Oleh Vakhterov from his apartment on March 19, 2022. He was held in the seized premises of the National Police in Kherson, then transferred to the occupied Sevastopol, and later to the Russian city of Surovikino. In January 2023, he was unlawfully sentenced to 10 years in prison on trumped-up charges of "espionage."

The case of Major General <b>Mikhail Kalupin </b>, commander of the 50th Separate Operational Brigade of the Russian Guard, was also brought to court <b>. </b>He headed the operational command group of the 50th Brigade, which consisted of at least six tactical groups. These units conducted active hostilities in the Kherson region, using military equipment and weapons, which led to numerous civilian casualties, including children.

In addition, based on SBU materials, a Russian general and his subordinates who tortured an ATO veteran during the occupation of Kherson were served a notice of suspicion.
