Kherson has officially agreed on a schedule of inspections of the Audit and Control Department for the first half of 2026. The decision was approved by the city military administration to ensure oversight of the financial activities of the council's structural units over the next six months.
The order was signed by Yaroslav Shanko, the head of Kherson MVA.
The approved document defines in detail the tasks of controlling the budgetary resources and property of the Kherson community. During the first half of 2026, the auditors will focus on analyzing how efficiently the municipal enterprises use available resources and perform their functions. The main stage of inspections is scheduled for the period from March to June, with the city dental clinic being the first to come under scrutiny.
Another important area will be to check the targeted use of humanitarian aid in the medical sector. In late spring and early summer, the inspections will cover the city's key hospitals, including the Tropin, Karabelesh and Luchansky hospitals. At the same time, the department will conduct a preliminary analysis of the work of executive bodies on an ongoing basis to ensure continuous oversight of financial discipline in the city.
Earlier, the Health Department of the Kherson City Council signed an agreement to conduct a financial audit of the Karabelesh City Clinical Hospital without an open tender and without using an electronic procurement system.
As it became known from the Prozorro platform, the services for auditing the accounting and financial statements of the medical institution will cost the budget UAH 460,000. The contract was awarded to Vinnytsia-based Podilska Audit Group LLC.
Theaudit covers three reporting periods - 2022, 2023 and 2024. Its goal is to verify the compliance of financial statements with accounting data and to analyze the financial condition of the company. The agreement was signed on May 5, 2025.
The formal justification for ordering the services was an executive order signed on April 17, 2025 by the former head of the Kherson City Military Administration Roman Mrochko "On Conducting an Independent Audit of the Financial and Economic Activities of the Municipal Non-Profit Enterprise Kherson City Clinical Hospital named after E.E. Karabelesh". This order was published on the official website of the administration on April 24.
