Izmail port to buy garbage truck from MP's company with Russian business

The State Enterprise Izmail Commercial Sea Port intends to conclude a contract for the purchase of a brand new garbage truck for UAH 4 million 985 thousand with the Kremenchuk-based company Alfatex, owned by Poltava Regional Council deputy Mykola Koretsky.

An Intent correspondent learned about this from the tender materials on the Prozorro website.

Two bidders came to the auction in the form of open bidding with special features - Odesa-based JV Z Zi Pegas Autotrade and Kremenchuk-based Alphatex, whose price offer was more favorable for the customer - UAH 197 thousand less than the maximum possible.

The customer expects to receive the side-loading garbage truck by December 27 this year. The vehicle is to be manufactured in 2024. It will be equipped with air conditioning, ABS braking system, center differential lock, and power windows. There must also be externally heated mirrors, a steering column adjustable in reach and tilt, and the driver's seat must be on an adjustable pneumatic suspension. The bunker must have a volume of at least 15 cubic meters.

On October 28, the port of Izmail announced its intention to sign a contract with the winner.

What do we know about him?

Alfatex, a manufacturer of municipal equipment, is based in Kremenchuk, Poltava region. It is owned by Mykola Koretskyi, who has been a member of the Poltava Regional Council from the Batkivshchyna political party since 2020.

According to the independent anti-corruption center NGL.media, Mr. Koretskyi still owns several Russian companies. In addition, he owns a hotel near Moscow, where Russian armored vehicles manufacturers stay.

It is worth noting that in the declaration of the regional council deputy for 2023, Koretsky continues to own Russian companies, land plots, and real estate in Crimea and Russia.

According to the YouControl analytical service, in 2023, this legal entity from the Alfatex group of companies, namely the private enterprise Production and Commercial Enterprise Alfatex, earned almost UAH 707.5 million from tenders for the supply of cars and the provision of repair services, and in 2024 - UAH 178.6 million. But there are others, such as Alfatex Trading House LLC, which also participates in auctions and wins despite a number of scandals related to fraud and overpayments in tender procurement.

In September, Izmail Commercial Sea Port signed an agreement with Odisei UA LLC for the purchase of road slabs. The overpayment may amount to more than UAH 10 million.
