The National Agency for the Prevention of Corruption found false information in the declaration of Yuriy Shumakher, who is a beneficiary of the Rostdorstroy road company and a member of the Odesa City Council from the Trust the Deeds faction.

According to the NACP's conclusion, which checked his property status, the Odesa politician declared UAH 20.7 million in cash, but the NACP's audit showed that after transferring significant amounts of financial assistance to the company's accounts in 2023, the balance could not exceed UAH 9 million.

A significant discrepancy was also found in his wife's declaration: she indicated UAH 176.59 million borrowed from Fortius LLC, although the documents showed that the amount was only UAH 17.66 million. At the same time, the MP incorrectly declared the amount of debt to her business partner Yevhen Konovalov. Instead of the real 64.74 million hryvnias, he indicated 51.34 million, which created a gap of 13.39 million.

In addition, the NACP recorded discrepancies in the value of a Land Rover Range Rover Velar (2017) owned by the MP's wife. The declared value amounted to UAH 2.89 million, while the official valuation in the vehicle register showed UAH 2.9 million.

Based on the results of the audit, the NACP forwarded the case file to law enforcement agencies. The Agency sees signs of violation of Article 366-2 of the Criminal Code of Ukraine regarding entering false information in the declaration.

If the violation is proven in court, Yuriy Schumacher faces a fine of UAH 51 thousand to UAH 85 thousand, or 150 to 240 hours of community service, or up to two years in prison with a ban on holding certain positions for up to three years.

Rostdorstroy LLC is a Ukrainian company founded in 2005 that specializes in the construction and repair of roads, bridges, overpasses, and runways. The company is part of the RDS group, which is one of the leading road construction organizations in Ukraine.

The Centerfor Public Investigations made a movie about how facilities damaged by Russian attacks in Odesa and Mykolaiv regions are being restored, and according to journalists, some procurements were not without fraud.
