In Odesa, the court gave a go-ahead to the case of eviction of the Pirogov sanatorium from the territory of Kuyalnyk

The court ordered the State Property Fund of Ukraine to provide documents in the case of returning the Kuyalnyk sanatorium to the state. The prosecutor's office insists that the subsidiary Pirogov Clinical Sanatorium vacate the occupied premises.

This was reported by the Center for Public Investigations, citing a ruling by the Odesa Commercial Court.

On November 24, 2025, the Economic Court of Odesa Oblast held a preparatory hearing in the case brought by the Deputy Head of the Odesa Oblast Prosecutor's Office on behalf of the state represented by the State Property Fund of Ukraine against the Pirogov Clinical Sanatorium Subsidiary, Ukrprofozdorovnytsia. The plaintiff demanded the removal of obstacles to the use of the property of the sanatorium complex at the Kuyalnyk resort and the eviction of the company so that the state could dispose of the facility through the State Property Fund.

On July 23, 2025, the defendant filed a motion to subpoena evidence and asked to obtain from the State Property Fund of Ukraine the original order of the SPFU "On Determining the Balance Sheet Holder of State Property of All-Union Public Organizations of the Former USSR", explaining that it could not provide these documents on its own. The court granted the motion and set the deadline for submitting the documents by December 12, 2025. In case of failure to submit the documents without valid reasons, the Foundation will be subject to procedural coercion.

The court battles over the Kuyalnyk sanatorium have been going on since 2019. Back then, the Odesa Region Prosecutor's Office filed a lawsuit to cancel the illegal registration of the property and recognize the state's ownership of the sanatorium complex of more than 100,000 square meters, valued at approximately UAH 1 billion. Volodymyr Remeskov, acting director of the subsidiary Pirogov Clinical Sanatorium, claimed that the management of Ukrprofozdorovnytsia disrupted the sanatorium's work by appointing its own managers and deputies.

In September 2021, the Pechersk Court of Kyiv imposed a pre-trial restraint on the Deputy Chairman of the Board of Ukrprofozdorovnytsia in the form of detention for attempting to illegally acquire the sanatorium.

In July 2022, the court seized and transferred 80 real estate properties of health resorts, sports and other state-owned complexes, including the Kuyalnyk sanatorium, to the ARMA. In November of the same year, ARMA announced tenders for the management of a number of seized facilities to accommodate internally displaced persons and rehabilitate the military.

In February 2023, the Southwestern Commercial Court of Appeal overturned the previous court decision and issued a new one on the merger of sanatorium and resort facilities at the Kuyalnyk resort. In mid-2023, the Odesa Regional Prosecutor's Office confirmed the enforcement of the court decision - the property worth about UAH 1 billion was returned to the state.

The Court of Appeal ruled that the registrars' actions were illegal and confirmed the state's right to the sanatorium. In February 2024, the prosecutor's office served a notice of suspicion on a state registrar who, in 2019, registered the ownership of the property to a private enterprise without legal grounds.
