In Odesa region, 2.5 million were not allowed to be spent on road construction

After the intervention of the prosecutor's office, the agreement on the construction of the national importance road M-15 Odesa-Reni had to be terminated.

According to the CPR, the Odesa Regional Prosecutor's Office believes that this prevented the unjustified spending of almost UAH 2.5 million from the budget.

During the monitoring of public procurement, prosecutors found violations: in July 2023, the Odesa Oblast Infrastructure Restoration and Development Service entered into an agreement with a private enterprise for almost UAH 2.5 million to adjust the estimated part of the feasibility study for the construction of a bypass road near the village of Orlivka.

Subsequently, without legal grounds, the parties signed an additional agreement that illegally extended the deadline for the work. The violation of legal requirements was that the works had not been started and there were no justifications for the extension. The prosecutor's office sent an official appeal to the client, which ultimately led to the cancellation of the questionable contract.

Prosecutors also terminated agreements for the development of project documentation for the overhaul of the T-16-18 road, with a total value of more than UAH 5 million. Earlier, the Infrastructure Restoration and Development Service in Odesa region terminated the agreement with Avtomagistral-Pivden LLC on the overhaul of the transport interchange at km 426+320 near the village of Yeremiivka. The company is on the list of selected Ukravtodor contractors that received the largest contracts during the Big Construction.

Meanwhile, journalists from the Center for Public Investigations investigated which tenders in Odesa, Mykolaiv and Kherson regions were announced and canceled precisely because they were inappropriate during the full-scale invasion.
