In Odesa, Lysak's deputies joined the executive committee of the city council

The Odesa City Council has approved a new 17-member executive committee, including representatives of the city's military administration. The changes are explained by the need to coordinate the actions of the authorities under martial law.

The decision was made at a session of the Odesa City Council.

Odesa City Council approved a new quantitative and personal composition of the executive committee of the VIII convocation. The committee consists of 17 members, including heads of city departments, members of the public and deputy heads of the newly created Odesa City Military Administration.

The relevant decision was prepared by the acting mayor, secretary of the city council, Igor Koval. The changes are due to the appointment of an official to perform the duties of the mayor from October 16 and the creation of the Odesa City Military Administration, in accordance with the decree of the President of Ukraine of October 15, 2025.

The executive committee is headed by the acting mayor and secretary of the city council, Igor Koval. The team includes First Deputy Mayor Oleksandr Filatov and deputies Pavlo Vugelman, Anna Pozdnyakova and Valeriy Silin.

Other members of the executive committee include Oleksandr Akhmerov, director of the municipal property department, Inna Popovska, head of the city council's legal department, Olena Pavlova, public figure, Anatoliy Balinov, head of the National Media Association, Oleksandr Abramov, director of the Social Clinic, Artur Amirov, lecturer at the Odesa Law Academy, Natalia Ivashova, director of the Polygraph Detect company, and Hryhoriy Tripulsky, head of the De Jure legal consulting company.

The executive committee also included representatives of the newly formed Odesa City Military Administration - Nadiya Zadorozhna, Serhiy Krasylenko, Hennadiy Raskin and Olha Lozova.

As stated in the explanatory note to the decision, the renewal of the executive committee should ensure effective interaction between the city authorities and the military administration, as well as the continuity of the work of city bodies during martial law. According to the draft decision, the adoption of the decision does not require additional financial expenditures from the city budget.

Odesa has also expanded the list of municipal facilities that can be leased without an auction. Among them is probably the building where the city military administration is planned to be located. According to the draft decision, it is a question of leasing 65% of the basement, first and second floors of building No. 103 with a total area of 894.6 square meters. The specific address is not disclosed in the document.
