In Odesa, doctors sold fake certificates of unfitness for service

In Odesa, doctors of the Military Medical Clinical Committee were exposed for selling fake certificates to evade mobilization. In exchange for money, they issued fake certificates of unfitness for service to conscripts.

This was reported by the press service of the State Bureau of Investigation.

Employees of the State Bureau of Investigation exposed a scheme in Odesa that undermined the mobilization process. It was a commission of doctors of the military medical commission (MMC) of the Prymorskyi District Territorial Recruitment Center who issued fictitious conclusions on the medical examination. Such documents were issued without the actual presence of persons liable for military service and allowed them to illegally obtain a deferment from service.

According to the investigation, the doctors were associated with participants in a large-scale corruption scheme that was previously exposed by SBI investigators. It was organized by a resident of Odesa, involving an employee of the Service Support Center of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, an employee of the Primorsky TCC and JV, and two other intermediaries.

They offered the men assistance in obtaining false certificates for USD 16 thousand. The indictments against these individuals have already been submitted to court.

Currently, four members of the military medical commission have been notified of suspicion of forgery committed by a group of people by prior conspiracy. Investigators have also initiated their removal from office.

Criminal proceedings were opened under Part 2 of Article 28 and Part 1 of Article 366 of the Criminal Code of Ukraine. The offenders face up to three years in prison. The investigation is ongoing, and law enforcement officers are identifying other persons involved in the illegal scheme.

Also in Odesa region, the head of a military clinic department was detained for extorting a bribe from a soldier. In exchange for $2000, the doctor promised to issue a certificate that would allow the sailor to receive the status of limited fitness for service. This would allow the soldier to move to a safer position in the rear, such as logistics, communications, or security.
