In Odesa, 168 million planned for hospital shelter

Odesa is planning to build a civil defense shelter for Hospital No. 1. The city budget allocated UAH 1.33 million out of the required UAH 168 million.

This was reported by the Center for Public Investigations with reference to the DREAM ecosystem.

Odesa initiated the construction of a new civil defense facility on the territory of the City Clinical Hospital No. 1 on Myasoidovska Street. The project envisages the creation of an underground protective structure for 375 people and the improvement of the adjacent territory with the restoration of the asphalt concrete pavement of the passage and the arrangement of a recreation area above the structure.

The project includes vertical planning of the territory, laying of new utility networks, setting up sheet pile rows of bored piles, and construction of the protective structure itself. The implementation of the works will provide the hospital with a modern civil defense facility and meet the requirements of national and regional development strategies.

The project is initiated and managed by the City Clinical Hospital No. 1 of the Odesa City Council, and the Capital Construction Department of the City Council coordinates the work. The design is carried out by Giprograd Plus LLC, with which a contract worth UAH 1.3 million has been signed.

The total estimated construction budget is UAH 168.7 million, of which UAH 139 million is earmarked for capital expenditures, UAH 29.7 million for operational needs, and UAH 1.2 million for project management.

Confirmed funding from the local budget is about UAH 1.33 million, which is 0.79% of the total project cost. This funding was allocated by the decision of the Odesa City Council. In addition, in 2025, an application for a state subvention in the amount of UAH 129.9 million was submitted, which has not yet been considered.

According to the initiators, the project is of strategic, economic, and social importance, and will help improve the hospital's safety and emergency preparedness. The project is in line with national and regional strategic documents, in particular the State Strategy for Regional Development and the Odesa Oblast Development Strategy for 2021-2027.

The reconstruction of a local school is also planned in Karolino-Buhaz. The project involves the completion of a building for primary school, the construction of a new gym and a modern stadium. Upon completion, 275 pupils will be able to attend school, and more than 50 teachers and technical staff will be employed. The total cost of the reconstruction exceeds UAH 190 million.
