In Kherson, a company associated with a former ODA official received a contract to repair the shelter

Kherson may entrust the overhaul of the shelter in the regional hospital to a company previously headed by Pavlo Kozyrev, former head of the Department for Civil Protection and Defense of the Kherson Regional Military Administration. The official was previously detained on suspicion of taking a bribe and then dismissed from his position.

This was reported by the Center for Public Investigations.

The company in question is D.I.S. Bud, a company registered in 2016 in Kherson. Currently, it is headed by Ihor Sidko, but until March 2023, Pavlo Kozyrev was the head and founder. According to the USR, he was also the ultimate beneficiary of the company.

The contract relates to the overhaul of the basement of the medical building of the Kherson Regional Clinical Hospital at 67 Ushakova Avenue. The procurement worth UAH 35.5 million was announced in April 2025, and the works are to be completed by December 25. The project is being implemented with the support of the International Committee of the Red Cross in accordance with the order of the head of the Kherson Regional Military Administration.

The auction took place on May 2, with three companies participating: D.I.S. Bud LLC, Khersonmarket PE and Dniproburservice LLC. The lowest bid was submitted by the latter company - UAH 34.9 million, which is 600 thousand less than the expected value. However, its application was rejected, while the proposal of D.I.S. Bud is currently under consideration.

This is not the first time the company has been involved in public scandals. According to media reports, in 2021, it was involved in the reconstruction of Potemkin Square in Kherson, where violations were found. Also in 2022, the company planned to repair the porch of the city council at a cost of UAH 4.4 million. According to public sources, in 2024, companies affiliated with D.I.S. Bud received construction contracts worth more than UAH 5.5 million. Part of the funds - in particular, UAH 1.3 million - was received by Oleksiy Troinyakov, who was the company's contact person until 2023.

In 2020,Pavlo Kozyrev ran for the Kherson City Council from the Servant of the People party. In February 2023, he headed the Department of Civil Defense and Defense Work of the Kherson Regional Military Administration, but after being detained on suspicion of corruption, he was dismissed and expelled from the Defense Council.
