Half a billion for transportation, security and media: what Mykolaiv executive committee bought

In 2026, the executive committee of the Mykolaiv City Council conducted dozens of procurements, ranging from million-dollar contracts for transportation and children's recreation to purchases of fuel, security, media services, and even flowers and thank-you notes. The analysis of the tenders shows that most of the money was spent on transportation, social programs, utilities, and information support of the city council's activities.

Intent analyzed the largest purchases of the department through the Zakupivli.pro platform. It is worth noting that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.

In January 2026, procurement was dominated by fuel and transportation costs. The executive committee announced the purchase of diesel fuel for backup power sources for more than UAH 355 thousand. Separately, almost UAH 389 thousand was allocated for the distribution of natural gas.

However, the main procurement of the month was the contract for passenger transportation by trams and trolleybuses, with an expected value of over UAH 443 million. This amount accounted for the lion's share of all expenditures in the first five months of the year.

February was the month of utility and administrative expenses. The city executive committee spent money on heating, water supply, sewage, building security, cleaning and digital services.

Over UAH 2.3 million was spent on security services for the administrative building, and over UAH 4.1 million was spent on cleaning services. In addition, in February, there were large media purchases: almost UAH 800 thousand for video materials about the activities of the executive committee on TV channels and more than UAH 647 thousand for coverage of the city council. The city also spent money on live broadcasts of events and information services in the print media.

In March, the main focus shifted to fuel purchases, communications, and maintenance of administrative infrastructure. The executive committee announced several tenders for A-95 gasoline, some of which failed. The total cost of the March attempts to purchase gasoline alone exceeded one million hryvnias.

Other purchases included bouquets for awards, telephone services, customs clearance, and information and consulting services for software. Separately, more than UAH 164 thousand was spent on cleaning the city council premises.

April was one of the most expensive months due to the purchase of children's recreation. The executive committee twice announced tenders for the services of recreation centers and homes for children in need of social support. The total amount of these purchases exceeded UAH 16 million. Some of the tenders did not take place at first, after which they were announced again.

Also in April, the city purchased gasoline, maintenance of air conditioners and diesel generators, frames for certificates of appreciation, letters of thanks, vehicle insurance, vehicle maintenance and land management services. Separately, more than half a million hryvnias were allocated for the purchase of flower bouquets for awards.

In May, the expenses were smaller but very diverse. The Executive Committee purchased backpacks, blankets, towels, T-shirts to support the families of captured and released defenders, hygiene products and materials for the STEM laboratory.

More than UAH 1.18 million was allocated to support the geographic information system of the urban planning cadastre. Almost 560 thousand hryvnias were allocated for postal services, and another 400 thousand for the organization of transportation of certain categories of people to fulfill mobilization tasks.

According to estimates based on the published procurements, the total expected value of the tenders and contracts mentioned in the documents was over UAH 494 million.

Also, the Service for Infrastructure Restoration and Development in Mykolaiv region has announced tenders for the repair of roads, bridges and maintenance of transport infrastructure worth billions of hryvnias since the beginning of 2026.
