Extraordinary meeting of Odesa Executive Committee: generators for business and changes to the budget

An extraordinary meeting of the executive committee of the city council has been convened in Odesa. It is planned to consider funding for city security, business support, and changes to the community budget.

On December 18, 2025, an extraordinary meeting of the Executive Committee of the Odesa City Council began at 11:00 am. The meeting will be broadcast live.

The key issues include proposals from the departments of municipal security, economic development and finance.

The deputies are to consider the issue of the Department of Municipal Security on amendments to the City Target Program "Safe City of Odesa" for 2020-2028. Also, amendments to the program for increasing the competitiveness of the Odesa economy for 2022-2028.

In addition, the members of the executive committee will consider the procedure for compensating small and medium-sized businesses for the costs of power generators, fuel for them and maintenance of stationary indestructibility points. In addition, they will discuss changes to the calculation of rent for municipal property during martial law.

The Department of Finance has proposed changes to the budget of the Odesa City Territorial Community for 2025. All decisions made at the meeting will be sent to the Odesa City Military Administration for consideration.

Recently, the Odesa City Council approved the budget of the city territorial community for 2026. It defines a list of priority (protected) expenditures, including salaries for public sector employees, provision of medicines and food, utility bills, social payments, intergovernmental transfers, local debt service, and other mandatory expenditures.

An extraordinary meeting of the executive committee of Odesa City Council was also held on December 11. The meeting was devoted to the allocation of housing for orphans, children deprived of parental care, and large families.

At the end of November, the executive committee considered several issues related to city development and city programs, including changes to city programs, compensation for property destroyed as a result of Russian aggression, and changes to the composition of the Odesa Investment Council.
