Ex-MP's newcomer firm wins 34 million tender in Odesa region without auction

The Department of Education, Youth and Sports of the Vyzyr Village Council of Odesa Oblast has held a tender to select a company that will be paid for the overhaul of the civil defense facility - the basement of the Pervomaiskyi Lyceum.

This was reported in the electronic procurement system Prozorro.

The procurement was conducted in the format of an open tender with special features and its only participant was the Construction Technologies 2000 Limited Liability Company. According to the YouControl service, the company was registered in 2024. The owner and director is Vladyslav Perehudov, a former deputy of the Lyman District Council from the European Solidarity party.

The company expects to receive UAH 34 million 517.6 thousand, and the work should be completed by December 31, 2026. This is not the first time this year that the company has won tenders without competitors. Since the beginning of the year, there have been two such tenders totaling UAH 27 million 971.2 thousand. These are the overhaul of the building of the 3rd substation of the Odesa Ambulance Station of the Odesa Regional Center for Emergency Medical Care and Disaster Medicine for a total of UAH 15 million 752.7 thousand and the overhaul of the dual-purpose protective structure of the Balta Lyceum No. 2 for a total of UAH 12 million 218.6 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, since the beginning of the full-scale invasion, the Cabinet of Ministers of Ukraine has temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government has temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
