Documents on misappropriation of funds for the repair of the city hospital were opened in Kherson

Kherson is investigating whether the contractor of the Karabelesh hospital illegally received funds while the director was abroad. An employee of the hospital noticed discrepancies in the financial documents and reported them to the police.

A judge of the Kherson City Court made the decision.

Kherson is investigating possible misappropriation of funds at the Karabelesh City Hospital. According to the investigation, some contracts with contractors could have been signed on behalf of the director, who was abroad at the time.

As Intent wrote, in August 2025, the police received a report from a hospital employee: during the inspection, she found possible signs of wrongdoing in the actions of the company's management. According to preliminary information, the violations concerned contracts with entrepreneurs concluded from June to December 2022.

The employee reported that while analyzing the hospital's finances, she found discrepancies between official reports and actual revenues and expenses for 2020-2024. The audit confirmed that the CEO was mostly abroad and returned only on December 29, 2022, so she could not sign the contracts in person.

Investigators found out that the documents were signed on behalf of the director, and the hospital transferred funds for goods and services.

The case also states that the Kherson City Clinical Hospital named after E.E. Karabelesh and a private entrepreneur entered into a contract for repair work on July 12, 2022, in the amount of UAH 299,648.

The court granted the motion and gave the investigator permission to temporarily access documents and items in the hospital.

Also in late February, in Kherson, a court seized the businessman's property on suspicion of negligence. During the overhaul of a local college dormitory, the subcontractor overestimated the cost of the work. The court ordered the seizure of the suspect's property, including a Hyundai Matrix car.
