Director of an outpatient clinic in Odesa exposed for bribes for forged medical certificates

A corruption scheme involving forged medical certificates was exposed in Odesa. The director of a private medical clinic is under suspicion.

This is evidenced by the decision of the Peresypskyi District Court of Odesa.

The court ruled to seize the property of the director of the Family Doctor's Outpatient Clinic LLC. The investigation is being conducted under several articles of the Criminal Code of Ukraine, including bribery, abuse of influence and forgery.

According to the investigation, on November 7, 2025, in the Begemotto cafe on Akademika Filatova Street, one of the intermediaries offered the serviceman assistance in obtaining medical documentation about his heart disease. This documentation could be the basis for obtaining a disability group to avoid mobilization. For such "services", the intermediary demanded from 13 to 15 thousand US dollars. The man reported this to law enforcement and continued to act under their control.

In early December 2025, the director of the clinic joined the illegal scheme. She used her official powers to organize the conclusion of a declaration with a family doctor, issue sick leave certificates, referrals to various medical specialists and issue an electronic referral to assess the patient's functioning. All this was supposed to create a fake medical history.

On December 15, 2025, in the same cafe, the director and the intermediary received the first bribe from the patient - USD 400. On the same day, the director received another $400 at her outpatient clinic on Akademika Korolova Street. These funds were supposed to cover the clinic's "services" in creating medical documents and influencing the family doctor.

Already on January 6, 2026, in the Profitroli cafe, the director promised the patient to arrange inpatient treatment at City Hospital No. 1 for two weeks and provide a fake medical history, without the man even needing to be in the hospital. For this, she demanded 6 thousand US dollars. On January 22, 2026, the director actually received the money and gave the patient a fake medical history from the hospital. Law enforcement officers notified her of suspicion.

The court decided to grant the SBU's motion and seize the suspect's property, including her apartment.

Also at the end of January, the State Bureau of Investigation exposed a group in Odesa region that was trying to illegally smuggle conscripts abroad. The group involved a former official of the district military administration and two servicemen.
