Court refuses to register application for embezzlement at South Ukrainian NPP

In Mykolaiv, people complained about the inaction of the police regarding a report of possible abuses during the construction of the South Ukrainian Nuclear Power Plant. The complaint was not satisfied.

This is evidenced by the decision of the Central District Court of Mykolaiv.

The judge considered a citizen's complaint against the inaction of authorized officials of the Mykolaiv Oblast Police. The applicant requested that his appeal of November 13, 2025, be entered into the Unified Register of Pre-trial Investigations, as he believed that officials of NNEGC Energoatom and their subordinates had created a criminal organization to embezzle budget funds allocated for the reconstruction of the South Ukrainian NPP.

The Complainant named specific officials: Energoatom's Chairman of the Board, Vice President of the company, Deputy Executive Director of the Atomprojecttengineering branch, Director General of the South Ukrainian NPP and former Head of the Energoatom-Trading branch.

According to him, they abused their official position, created an organized group and misappropriated budget funds.

The court found that the applicant's statement had already been included in the criminal proceedings of July 26, 2025 under Part 4 of Art. 191 of the Criminal Code of Ukraine - on the fact of misappropriation of funds by officials of the South Ukrainian NPP. Accordingly, the actions of the police complied with the law: the complaint was verified and included in the investigation.

The judge dismissed the complaint, noting that the applicant's requirements had been met and that there had been no inaction on the part of law enforcement. The ruling can be appealed to the Mykolaiv Court of Appeal within five days of its announcement.

In early December, law enforcement officers exposed the assistant general director of the Pivdenna NPP branch for official misconduct: the investigation found that he deliberately overstated the amount of procurement to misappropriate public funds.

In February, the court upheld the preventive measures for the company's director suspected of embezzling funds during repairs at the Pivdenoukrainska NPP. The case concerns the overhaul of the splash pool's waterproofing coating, for which more than UAH 17 million was allocated from the state budget.
